The expectation of peace and safety on public land outweighs dog owners' rights. You don't have to have a dog, but you do have the right to free travel. The bigger responsibility falls on the dog owner.

Sweet evening run with my friend John! He's running in the Wasatch 100!! I "paced" him from Lamb's canyon to UpperBigWater (top of Millcreek canyon). Really pretty section. Nice tough climb from the aid station at lambs to the summit before you drop down into milcreek canyon. Then up the paved road to Upper millcreek trailhead...100..hum...someday maybe...
