The expectation of peace and safety on public land outweighs dog owners' rights. You don't have to have a dog, but you do have the right to free travel. The bigger responsibility falls on the dog owner.

Awesome morn run with J and HairDog. Decided I needed a little pavement work, so headed out for the middle fork loop, met up with HD around mile 3, he did the loop with us and then headed back. We decided to throw in the Cemetery loop at the end - was hoping for a little more milage, but a good solid run.
